Noynoy files resolution for the immediate investigation of the Maguindanao Massacre

“Today, I filed a resolution with the Senate of the Republic of the Philippines, condemning the gruesome and brutal murders of Vice Mayor Bae Eden Mangudadatu, Genalyn Mangudadatu, and the countless innocents and members of the media who were slaughtered like animals by unknown armed men on November 23, 2009, while on their way to the provincial office of the Commission on Elections (COMELEC) in Shariff Aguak, Maguindanao.

“I commiserate with Toto Mangudadatu and his family, and to all the relatives of the victims whose lives were taken away by an act guided by neither ideology nor humanity.

“I call on the Senate to condemn, in the strongest possible terms, the cruel and inhuman election-related massacre and carnage of innocent civilians in Maguindanao Province; the Senate must also direct its appropriate committees to conduct an inquiry, in aid of legislation, into this unparalleled and gruesome incident, with the end in view of proposing legislative measures that would effectively promote lasting peace and prosperity in Mindanao.

“My heart goes out to the families who have lost loved ones in this massacre; I plead with them to remain steadfast in their faith. These cold-blooded murderers will be brought to justice.

“There must be an immediate disarmament of all unlawfully armed groups in Maguindanao. Witnesses must be provided a secure environment so they can help us bring the perpetrators to justice without fearing for their lives.

“This is my plea to all peace-loving Filipinos: It is not enough to condemn these killings; we must work together to bring an end to the violence that is maiming the process of peace, democracy, and progress in Mindanao and all throughout the country. The cycle of electoral violence can only be broken by justice and the fulfilled promise of security and equal opportunity for all.”

      yan muna ang magagawa ni senador noy kasi senador palang siya. naaayon sa dapat gawin. abangan nalang natin pag siya na ang nakaupo. pero ang dasal ko sana ay tulungan natin siya sa abot ng ating makakaya hindi yong magbatikos at mamuna.

      we suppose to ask president arroyo that question… normally, in the presence of a corpse and circumstance which point to the culprit directly or indirectly, PNP has to make an arrest, or an “invitation at least” (sort of: sa presinto ka na magpaliwanag) lalo na kung taga-squatter ang suspek… but what GMA done was to sent her special envoy Dureza to laugh and smile with the Ampatuans kasi nga taga mansiyon ang mga suspek… and worst, nakikiusap pa ang gobyernong arroyo ngayon sa mga ampatuan na sana makiisa sila sa imbestigasyon… and after almost 48 hours, what the PNP could come out was just to tell us that there is no “evidence yet to implicate the ampatuans directly”… its justice and police work PINOY style… hindi nakapagtataka kung mapawalang sala ULI ang mga may sala… only in the philippines!

      I believe Noynoy have an idea already on how her mother pres. cory aquino dismantled and disarmed the Marcos rabid political warlords after she assumed the presidency in 1986. The feared Marcos political warlords that thrives on guns, goons and gold includes Dimaporo of Lanao, Armin Gustilo of Negros who was involved in Escalante Massacre, Arturo Pacificador of Antique who was involved in killing of Evelio Javier and many others. After these warlords were dismantled, no killings or massacre of this Maguindanao massacre magnitude ever happened.

      It boils down actually to political will and adherence of the Philippine leader to uphold the law, the righteous, just and good to counter the evil, illegal and wrong.

    As for the resolution, looks like a little bit too late. Were you weighing the political implications in Maguindanao with regards to your winning the elections? Decisiveness with your own mind and ideas regardless of the consequences. Handlers and advisers are just that. If you are going to be the President, stand on your own and let the people decide. That’s the only way Noynoy Aquino can win.

    I personally come from the area, particularly from Cotabato City and I really know the feeling of living under the fear of the uncertainties that a life can just be taken away by a flick of the finger. Ilan na bang mga kaso ng pagpatay ang nangyari at mismong mga ‘suspek’ pa man din ang siyang unang makiramay – If you have the guts to do that there couldn’t be any words to describe what kind of a person you are!

    The ‘Maguindanao massacre’ will certainly not the last of its kind if the very cause and reason for it could not be resolved once and for all. Maraming ayaw maniwala pati na ang gobyerno na ang pinakarason ng mga pangyayaring mga ganito ay ang PERA sa gobyerno na pinag aawayan. Merong kasabihan sa lugar na ito na kung gusto mong magkapera ng marami pumasok kalang sa gobyerno ! That’s why those who are already in power will do whatever it takes to stay in power ! Ang buhay ng tao ay walang kwenta sa kanila !

    Now that the area is under the ‘State of Emergency’ and ‘Democracy’ may be on-hold – let the government show its full force by putting everyone simply under mere suspicion behind bars!     To be expected since he is the pistol packing idol of Muslims.

    It seems that the AMPATUANS were able to force their constituents to vote for GMA against their will in most places in the province, instead of Fernando Poe, the favorite of Muslims based on common perception and NAMFREL Data.

    Of course. in the COMELEC figures with GARCI’ wielding his magic wand for GMA , all came out with GMA on top after Dagdag-Bawas.

        Gloria has her doubts about these! If you follow the news, they even pushing Vice-mayor Toto to grab those government positions instead of running as Governor. It might be that, since Ampatuan’s helped her on winning the elections against Poe, they requested Arroyo to take this person have another alternative but Toto didn’t grab it. So surely, he, Toto, really knows what is he doing behind the controversies and corruption of the current Governor in-seat. Try to research how does Ampatuan’s mantions looks like, and look how poor Maguindanao is and how terrible the kids in their town suffering from poverty and hunger. It’s really a total slap! I hope Noy-Noy can really have a big impact in Mindanao when on his sovereignty.

    I tried to look in the newspapers Noynoy’s senate resolution but it seems its not yet circulated. His supporters are actually waiting on his stand on this critical issue which could be a gauge on his decisiveness and credibility. In the same way, this issue could also be a downfall for lakas-kampi in the coming May 2010 election or just it will just make a little dent on their armor as there is no question that lakas-kampi credibility is damaged right now. Its a matter of time that lakas-kampi members will jump ship for political survival.

    I am so very angry with what had happened in this historical mass-brutality. This actually gauges us, Filipinos, on how these damn politicians think we would react like dumbs and powerless on what they think of. The presidency of Macapagal-Arroyo actually shows that she is not reliable anymore to continue her power while in seat. I can say that because she can be impeached immediately! Why? Because as a President, these killings is such a brutality and it’s very obvious to all people around the world. There are accusations to the Ampatuan clans, while she didn’t do anything that would hinder for Ampatuan’s to have hideous plans behind the victims and the people. I know that the evidence behind them is not fulfilled at first it was news, but if such doubts and blame from the victims for Ampatuans as the suspcects, the appropriate would the government do is to first, succumb the Ampatuans and put them under investigation and keep every provinces to keep eye on them, if someone might try to escape out of the country, and then take an appropriate investigations against them so that it would be an immediate, appropriate, formal, and justice will be serve on time. What are they doing? Giving prayers, total security is not enough! I know prayers is the most powerful weapon but Arroyo have the highest power to administer this condemning and devilish massacre! It’s totally obvious about this brutality, and what are they doing to the presumed suspects? I can actually say, we, Filipinos, are actually all victims of this brutal crime because it looses moral to our nature of politics, government, and power here in the Philippines.     THE AMPATUAN CLAN AND THE “MAGUINDANAO MASSACRE”
    The Ampatuans are known political allies of Arroyo Administration in Southern Philippines. Their clan completely controls the Autonomous Region in Muslim Mindanao (ARMM) and the Province of Maguindanao. It is true that Ampatuans are leaders and supposed to be model of democratic system of government. But, now they are considered destroyer of democracy and model of terrorism.
    The Ampatuans are “rich” families. They have number of mansions and millions of assets in Mindanao. But how did they acquire such wealth? Reliable sources and victims of injustices by Ampatuans narrated to me that their farm lots were forcibly grabbed by Ampatuans. Moreover, during harvest season, ordinary farmers were scared because Ampatuans used to stage a terroristic attacks within the area to seize the farm commodities of terrified farmers.
    They forcibly offer to buy the farm lands of the farmers in price they want and farmers who may refuse will be tortured and put to death. There are also instances that Ampatuans uses “Chain Saw” tools in killing persons whom they considered enemies or violators. There were reports that Ampatuans are “drug lords” aside from doing graft and corruption in their respective offices. They are well-known violators of election laws and being used by some of the national politicians in conspiring and manipulating election results. There were Auditors who attempted to conduct audit in their offices but were just killed without justice done. Ampatuans have enough money which they use for their private armies, buying high powered firearms for the destruction of peace and democracy in Mindanao. They are political leaders who lead and teach Filipino children on how to violate the Philippine Constitution.
    Prior to Maguindano Massacre that took place in 23rd of November 2009, I am just one of Mindanaoans who used to witness how the Ampatuan group bypasses the National Highways of Sultan Kudarat Province with a long queue of private armies and bodyguards with high powered firearms displayed in every service vehicle backed up by Philippine National Police and Armed Forces of the Philippines.
    They are showing their arrogance, power, terroristic actuations, disrespect of laws on traffic and territorial laws and regulations of various cities and municipalities in our province. People are just silent for they considered Ampatuans as “untouchables” and ordinary people cannot do something to neutralize the Ampatuans who are known as “King of the Roads” with criminal instincts as proven in the shocking “Maguindanao Massacre”. It is sad to note that Ampatuans are “barbaric” and no mercy as they do not respect Muslim women and journalists for the sake of their political power. Some people described them as comparable with that of “Hitler”. I myself am questioning: Do we have a government? Where are the leaders; where are the Policemen and the Armed Forces of the Philippines? Do we have Senators and Congressmen in Mindanao? Do we have Philippine President? Above all, are we democratic country? Is there anybody who could help us neutralize these terrorists leaders? While writing this, I could not stop my tears falling from my sleepless eyes.

    Crimes of Ampatuans:
    Ampatuans are guilty of “terrorism” for terrifying the minds of women, by raping and had abused their sexuality when they merely tried to exercise their political rights but ended in their killings including innocent civilians and media men. Ampatuans committed human rights violation as provided in the Philippine Constitution and even violated international law for having no respect with the media men who are neutral parties. Obviously speaking, there was really conspiracy in “Maguindanao Massacre”. Conspiracy within the Ampatuans, with hundreds of their private armies, with the participation of regular Police and Armed Forces of the Philippines.

    ACTION OF THE GOVERNMENT:
    It is a must that government should act in accordance with the law by arresting the suspects first and foremost and protect the State witnesses out of hundreds who participated in the massacre. Proper government authorities are expected to immediately disarm the private armies of Ampatuan but it appears that national government are humiliated in inviting all the suspects. There were no immediate police actions undertaken to show complete government control for that extra ordinary crime. They were slow in suspending the Governor of Maguindanao Province pending criminal investigation for consenting their subordinates to utilize their equipment in perpetrating a crime. Only one of the Ampatuans was arrested. People will not believe in that development. More of them should be arrested.
    People in Minadanao are very emotional, angered and felt hopeless due to the especial treatment made by the Arroyo Administration with the Ampatuans who are suspects in the massacre.
    We have to do something to give justice for the victims. It is my opinion that international communities should support and do someting in the call of Mindanaoans for justice and lasting peace in our territory. For God’s sake, please help us preserve our democracy, by protecting our lives, we can no longer beg you if we all die due to terrorism of Ampatuans. Please publish this in the whole world…

In its website, the Institute for Autonomy and Governance (IAG) proposes that the struggle “is not an isolated cry of religious community seeking accommodation within the framework of the Philippine society”. The struggle, from the beginning, encompassed economic and cultural issues that up to today, have not been addressed properly.

      The current armed conflict, however, originated among a small number of students and intellectuals in the late 1960s, many of them coming from non-elite Muslim families. Reuben Canoy has a long story of how a personal feud between the son of Governor Udtog Matalam and a National Bureau of Investigation (NBI) agent. In his book on Mindanao independence, Canoy reounted how after an altercation in a bar, the NBI agent went to get his weapon and shot the son of Governor Matalam. From his perspective, this was the equivalence of incident in Sosiego and Silencio Streets in Sta. Mesa, Manila, when Private Grayson shot a group of Filipinos that marked the start of the Philippine American War.

      Poetic as it sounds, the start of the armed conflict must have been more than just the brutal killing of Matalam’s son. It must have been a conflagration of many forces, some dating back to 1565. To many historians, nothing as seemed more incendiary as the Jabidah Massacre, or more to the point, the exposure of the Jabidah Massacre.

      The events leading to this event in March 1968 had to do with an attempt of the Philippine Government to reclaim Sabah from the Malaysians.For those who do not know, the Sultan of Borneo had given Sabah to the Sultan of Jolo as a gift for helping quell a rebellion in Borneo. In 1878, around the time the British took over Malaysia, the Sultan of Jolo entered into an agreement with Baron von Overbeck and Alfred Dent. This agreement was subsequently assigned to the North Borneo Company.

      In mid-1962, then President Diosdado Macapagal made an official request from the British Government to return the resources-rich Sabah to the Philippines based on the premise that the Sultan of Sulu had merely “leased” the property to the British. The British refused and insisted that the agreement with von Overbeack was a “purchase” rather than a “lease.” There was a controversy on the use of the term “padjak” which was incorporated in the original document. Apparently the term meant both “lease” and “purchase” in the Malay language. At this point, the new Malaysian Government considered the issue as something between the British and the Philippines.

      Failing the diplomatic approach to reclaim Sabah, the Philippine government under President Marcos decided to launch in 1967 a clandestine military operation using Moro recruits. Seeing that the world was at best, indifferent to the claims of the Philippines, and at worst, antagonistic, it is believed that the Philippine leadership at that time was left without no choice but to uphold its sovereignty. And given that the Malaysian Government was still new at that time, the Philippine Government must have felt it had sufficient military strength to take back Sabah.

      Code named “Operation Merdika,” 180 trainees were brought to Simunul island in Tawi-tawi. The commando unit was named: “Jabidah.” They were then transferred to Corridor where the training continued but under worsening pay and food conditions for the trainees. Under these conditions and upon learning of their ultimate objective, that of possibly killing their fellow Moslems some of whom were their relatives, around 60 trainees mutinied. This led to the “Jabidah Massacre” perpetrated by the trainers and officers of these trainees.

      It would have been left at that — as a failed clandestine operation of the Philippine government.

      The Jabidah Massacre, however, became the turning point of the Moro people’s struggle in Mindanao because of how the Philippine government handled the situation. Being a top secret security project, it was incumbent upon all government officials to treat any information on the project with extreme caution as it involved the highest national interest.

      Instead, a young Senator of the Republic, Sen. Ninoy Aquino, Jr., exposed the top-secret national security project on the Senate floor, creating big headlines, exposing lives of individuals to harm, and raising the possibility of a direct and open armed conflict with Malaysia.

      Already reeling from the Matalam debacle, the Jabidah Massacre exposé simply broke the dam of Moro discontent and led to the start of the modern-day armed conflict. Beginning in the early 1970s, the Moro National Liberation Front (MNLF) began the war in Mindanao and although several peace attempts have been made, that war continues to today, a war that gave a reason to the government to the Ampatuans power in Maguindanao.

      One cannot blame the government for attempting to reclaim what it believes rightfully belongs to the Philippines. One cannot blame the government for attempting to use military force to enforce its sovereignty over its own dominion. One should blame the government for being inept and stupid in bungling up the top secret operation and one should certainly bring to jail those responsible for the murder of those trainees.

      Equally to blame, however, and perhaps in a much bigger way, is the man who, in effect, exposed a national security project to the world thus leading the way to the long protracted war in Mindanao. This man was Ninoy Aquino, Jr.

      Because of the long protracted war, the Philippine government has had to resort to soliciting support from civilian volunteers for military action. Called Civilian Armed Forces Geographical Units (CAFGUs) as well as Civilian Volunteer Organizations (CVOs), these armed units were set up to augment the regular military units who are engaged in the Mindanao war this time against the MILF and in some areas, against the Abu Sayaf.

      The activation of these units were incorporated in the Cory Constitution. As one blogger puts it, Cory disbanded the CHDF of Marcos, but actually just created a different collar for the same dog, the CHDF became the CAFGU. These CAFGUs are, in effect, vigilantes used by the military in its counter-insurgency against the CPP-NPA and the MILF.

      Similarly, the warlords continued to have a legal basis to have their own private armies. Because of the Mindanao conflict, Government simply looked the other way and tolerated private armies of entrenched politicians. This gave the Ampatuans with the legal basis to have its own private army. With an army that could run around Maguindanao with powers sometimes beyond that of the regular army units, one can then imagine why almost anything is possible in Maguindanao – electoral fraud, and just recently, rape and murder.

      These — CVOs and CAFGUs — are most likely the same units that committed the Maguindanao Massacre.

      Did Aquino ever think his irresponsible behavior 40 years ago will have such debilitating and horrific impact in the 21st century?

      Today, his son, Noynoy Aquino, is calling for the suspension of the Ampatuans and decrying the “inaction” of the government. He probably does not realize that the problem of Mindanao was contributed in no small part by his father, Ninoy Aquino. And as if this was not enough, his mother, Cory Aquino, exacerbated the problem by APPOINTING ANDAL AMPATUAN, SR. Mayor of the town that is now called Shariff Aguak.
