These words instantly jump out at me: People. Restored. Principles. Public. Unity. Integrity. Genuine. Freedoms. Democracy. Share. Lead. Commit. Filipino. MUST BELIEVE.

In so many words, this is what Noynoy Aquino and Mar Roxas represent. The transformation of a country that so desperately needs it.

The government of our country is among the most corrupt in the world. It is so corrupt we’ve recently been denied development aid on that basis. Yet government continues to enrich themselves, completely out of touch with reality. On the ground, our literacy rate is plummeting, there is not enough food to feed our ever-expanding population. There are not enough educational, health and basic services to cover our citizens. Yet the world goes on, our neighbors stabilizing and surpassing our achievements.

Why have we been left behind?

This is where we find ourselves today. We are reeling from a massacre, the fear of Martial Law, impunity, ignominy. To put it plainly but crudely, Ginahasa na tayo ng ating gobyerno.

It is against this backdrop that I think we need to put this coming election in perspective. This is what’s at stake: deliverance from our perpetual state of calamity, our children, our future, our pride as a nation, our dignity as a people.

So the question this election will be: Who will lead us in the direction we want to go? Shall we sink into the status quo – kasi ganoon talaga ang buhay at walang magagawa – or shall we fight this fatalism and believe na may magagawa, at kayang gumawa? Shall we succumb to inaction, or shall we move forward?

So you see, dear cynics, this election is about running against the incumbent and all she represents, in all her myriad forms — be it a congresswoman or the force behind a would-be interim president, whoever that may be.

Amidst all of this, there is one certainty: Gloria Macapagal-Arroyo is afraid not of Heaven, Hell or eternal damnation. But she is afraid of Noynoy Aquino.

She is afraid of him for his unshakeable foundations and firm conviction that this country belongs to the people, that government is a service to the public, and no amount of wealth or power will stop him from forcing her to face the people and account for her sins. She will be held liable for the rape of a nation.

This election is not about the presidency. This election is about FIGHTING BACK. It is about putting our foot down. It’s about reenergizing our participation in this democracy. It is about reclaiming what is ours: our democracy, our country.

It is about righting what’s wrong: Tanggalin and tiwali. Itama ang mali.

Halalan 2010 may simply a battle in this fight, but it will be crucial that the People win this.

And how. The public must unite under a genuine and shared commitment to restore principles, democracy, freedoms, integrity. And he who leads must believe in the Filipino. And the Filipino, above all, must believe.

It starts with us.

This afternoon Executive Secretary Eduardo Ermita announced that the President will lift martial law and the suspension of the writ in Maguindanao effective 9 PM tonight.

The Filipino people deserve praise for the vigilance and scrutiny they have exercised since the Maguindanao Massacre took place, and since the President imposed martial law. Public outrage and devotion to constitutional principles pushed Congress, in particularly the House of Representatives which was uninclined to even meet with the Senate, to assemble in joint session.

During the joint session we saw the government stumble and falter, proving itself willfully ignorant of the law and of the Constitution’s requirements. Focused and fearless reports by the media showed that much more was accomplished to obtain justice for the massacre victims by the Human Rights Commission and by the police and military before martial law was proclaimed.

However, let us not be carried away by feelings of relief over the lifting of martial law.

By this action, President Arroyo has deprived Congress of its constitutional mandate to exercise oversight. On cue from the Palace, the Speaker says he wants to adjourn the joint session reviewing the declaration of martial law thus sparing Malacañang from the scrutiny of its disastrous illegal misadventure. We believe the administration will make the same case when it comes to the Supreme Court, which was due to hear the government’s response on Monday, to the many cases questioning martial law.

As the President has done before, so she’s doing it again: she has pushed the envelope but withdrawn her controversial proclamations before anyone can actually render a verdict on their legality or wisdom.

The Supreme Court and Congress must continue to examine and pass judgment on this illegal martial law declaration in order to set the proper guidelines for the correct exercise of the President’s powers.

While the Ampatuans wallow in splendor and grandeur, their constituents suffer the hardship of squalor and poverty that is prevalent in the third poorest province in the country.

The question is, where did all this wealth come from? Gov. Andal Ampatuan’s Statement of Assets and Liabilities (SALN) for 2002 shows only a net worth of P11 million. As public servants, Gov. Ampatuan and the rest of his family must answer to the people for amassing a suspicious amount of wealth while in power.

More importantly, the discovery of thousands of voter’s identification cards and other election materials in the home of Shariff Aguak Mayor Anwar Ampatuan is a tell-tale sign of the source of their wealth, and is further evidence of the long-standing rumors that the powerful Ampatuan clan was involved in rigging the 2004 and 2007 elections.

It is no secret that the Ampatuans count themselves as the staunch allies of President Gloria Macapagal-Arroyo, and that the province where the Ampatuans have wielded their iron grip for more than a decade is a known bulwark of the administration. The tragedy in Maguindanao has now shed light into the ghost of electoral fraud that has continued to haunt GMA’s presidency.

We have had enough. We call on the Office of the Ombudsman and the Department of Justice to conduct an immediate and impartial investigation into the apparent ill-gotten wealth that is a stark example of the corruption that has eroded our democracy, and the fruits of this administration’s efforts to deceive our people of its legitimacy.

Many of us should be aware by now that our very own YASMIN BUSRAN-LAO filed her certificate of candidacy (COC) as the 12th senatorial candidate of the NoyMar slate.

Here’s an abridged version of how it happened:

For quite sometime, the NoyMar campaign team had been headhunting for a Muslim candidate who would embody the reform-oriented politics of the Team. Several candidates were recommended, including Aminah Rasul who declined the nomination. Noynoy, however,asked for more nominations, so Ging boldly put forward Yasmin’s name. And the rest is herstory!

Needless to say, the nomination came as a shock, not just to Yasmin, but also to her family, friends and fellow NGO workers. After the initial adrenaline rush of her filing had worn off, the reality check of buckling down to the nitty-gritty of campaigning hit us.

Why did she do it, especially after the dismal showing of Abanse! Pinay in the 2004 nd 2007 electoral exercises? What was she thinking? She could’ve just gone on with her role as coordinator of CPM until she leaves for her academic fellowship to Hawaii in January 2010!

In our talks after she filed her COC, she said she felt she had to accept the challenge to raise the bar for her (and our) advocacies on gender rights, peace and good governance. Following the mantra of Ging and Dinky: We need to connect the dots of the struggle for democratic rights and good governance with meaningful engagement in electoral (partisan) politics; and what better way to do this than to accept the challenge (or burden) that practically fell on her lap? Still others asked, “But can she deliver the votes?” I think the question, should be, “can we deliver the votes for her? For our advocacies?” I must admit the task generating the 7 million votes to get the no. 12 slot, is extremely daunting.

Can we, the like-minded in the women, peace, Bangsa Moro RSD and development movements consolidate ourselves to ensure a respectable outcome for Yas?

During this time when the Muslim faithfuls go on their annual pilgrimage, Yas is engaged in a different kind of haj. We hope you will join us in this fearless journey.

Dear Sir,

After reading Belinda Olivares-Cunanan’s 10 December 2009 “Political Tidbits” column in the PDI, I was very alarmed to see that Mrs. Cunanan stated as a “fact” that Former President Corazon C. Aquino appointed Andal Ampatuan Sr. as OIC of Maganoy in 1986.

As an avid reader of the PDI, I am disappointed to see such an irresponsible statement printed, whether or not it is attributable to poor research or polluted sources.

What is perhaps more disturbing is that this malicious historical error has been refuted over and over by credible sources even from within your paper.

Furthermore, Fr. Eliseo “Jun” Mercado, OMI, has publicly corrected the outright lie that President Aquino appointed Andal Ampatuan Sr. as OIC.

The truth is that Ampatuan Sr. was already OIC of Maganoy (now Shariff Aguak) and was appointed by the late dictator Ferdinand Marcos, when President Aquino came to power. In fact, President Aquino *removed* the Ampatuan patriarch and replaced him with a non-political member of the Ampatuan clan, Datu Bodhi Ampatuan, who served as Chief of Police in Maguindanao.

Fr. Mercado, who was then parish priest and NAMFREL Chairman of Maguindanao, personally told Ampatuan Sr. that the latter was being replaced by President Aquino.

Seeing how volatile the situation is now, the said statement is very disparaging of the memory of our beloved Tita Cory. Ethics dictate that such statements should be made with extreme caution, and should be founded on good, solid facts from unimpeachable sources.

In the interest of balanced views and fairness, I hope my letter finds its way into publication if only to correct the blatant falsity perpetuated by Mrs. Cunanan’s statement on the matter.

Liberal Party officials today slammed the Commission on Elections (Comelec) for allowing itself to be used by the Arroyo government for its “vendetta” politics against local executives who have allied themselves with the opposition.

“Kredibilidad ng Comelec at ng halalan sa 2010 ang nakasalalay dito. Bakit pumayag ang mga opisyal ng Comelec na magamit ang kanilang institusyon para sa ginagawang harassment ng Palasyo sa mga kritiko nito? (What is at stake here is the credibility of the Comelec and the 2010 elections. Why did Comelec officials allow their institution to be used by Malacañang for its bullying tactics against its critics?)” asked LP President Sen. Mar Roxas.

“Biglaang binuhay itong electoral protest laban kay (Isabela) Gov. (Grace) Padaca matapos siyang makipag-alyansa sa Partido Liberal. Halatang-halata na harassment lamang ito (The electoral protest against Gov. Padaca was suddenly revived after she allied herself with the Liberal Party. This is obviously a harassment scheme),” he added.

Roxas said the ruling of the Comelec 2^nd division would allow Malacañang to regain control of Isabela and prevent its imminent defeat in next year’s polls. He noted that the same poll body division ruled similarly in the electoral protest lodged against incumbent Bulacan Gov. Jon-Jon Mendoza.

“Lahat, gagawin ng administrasyon para manatili sa poder. Lahat, gagawin nila para mabawi ang mga dati nilang balwarte. (This administration will stop at nothing to stay in power. It will do anything and everything to get back its bailiwicks.) The Arroyo administration is applying all foul means to prevent its impending defeat in 2010,” he lamented.

He added, however, the Liberal Party would forge on and pursue its fight for reforms and good governance.

“Hindi tayo papayag na maghari itong vendetta politics sa buong bansa. Itong mga ‘Islands of Hope’ na nasimulan na ng mga local na opisyal na ito ay hindi puwedeng mabawi ng administrasyon ng ganid. Kami sa Partido Liberal, haharangin namin itong blitzkrieg operationsng administrasyon laban sa mga lokal na opisyal na hadlang sa mga hangarin nito (The LP will not allow this vendetta politics to reign in our country. We must make sure that the ‘Islands of Hope’ that our local allies have started are not put to naught by this greedy administration. We will impede these blitzkrieg operations against our local allies),” Roxas vowed.

Kamakailan lang, ginawa na rin nila ito sa Bulacan kay Governor Jon-Jon Mendoza, at patuloy nilang pipiliting mapatahimik ang mga nagnanais ng pagbabago. Sinabi ng kanyang mga kalaban na dinaya daw po sila pero hindi naman nila maipaliwanang kung paano sila dinaya. Bukod pa rito, hindi pinahalagahan ng Second Division ng COMELEC ang mga boto ng 31 presinto sa Isabela dahil sa pagkawala o pagkabasa ng kanilang mga balota. Ibinasura rin nila ang mga ebidensyang magdodoble ng lamang ni Governor Grace sa kanyang katunggali.

Sa kabila nito, hindi tayo magpapatinag. Nakita na natin sa Maguindanao ang bunga ng isang gobyernong lulong sa korapsyon at lasing sa kapangyarihan. Galit na galit na ang sambayanang Pilipino. Hindi tayo titigil hanggang mawakasan natin ang katiwalian at kawalan ng pag-asa sa pamamagitan ng pagsulong sa isang pamahalaang malinis at mapagkakatiwalaan.

We received notice that the decison  on the  election case  filed against me by Benjamin Dy will be promulgated tomorrow, December  8, 2 pm.

Okay  lang sana  iyon kasi talaga namang  hinihintay rin namin ang desisyon para alam na kung ano talaga ang mga nangyari noong eleksyon – pero sa mga nakakarating na kaalaman  sa amin ,  they also say that panalo daw si Benjamin Dy sa kaso niya laban sa akin na nagpaparatang na dinaya ko siya sa eleksyon

One tv reporter  called me up as early as last Thursday ,wanting to get my reaction  sa pagkatalo ko daw sa election case.

Tinext din ako ni Gov Panlilio na may information na  pagkatapos daw ng adverse decision laban kay Gov Jong Mendoza ng Bulacan, kami na raw ni Among Gov ang susunod na idedeklarang talo at patatalsikin sa aming puesto.

Ang hirap namang intindihin ng ganoon  -  kasi iba-iba naman ang  detalye  ng aming mga kaso.  Naikwento na sa inyo ni among gov ang kaniyang kaso. Ganito naman ang sa akin…

At pati rin si dating mayor na naging Congresman  Faustino “Bojie” Dy III,  siya nga po yung nandaya sa akin noong 2001 elections at ang kaso ko laban sa kaniya  ay alam  ng mga Supreme Court justices at Congressman  na bumuo  noon ng House of Representatives  Electoral Tribunal (HRET)

Dito sa kaso ni Benjamin Dy laban sa akin, kung matatandaan niyo, ang tagal-tagal na naman nilang pinigilan bago ako ma-proclaim.  Mas matagal pa kaysa noong hinaharang nila ang proclamation ko noong 2004  ( may sinunog pang dalawang munisipyo noon para lang mawala iyong mga balota).  Ngayong 2007, na –proclaim lang ako noong June 28, dalawang araw na lang bago ang schedule for inauguration.

Ang laging sinasabi ni Benjamin Dy ay dinaya ko  daw siya kaya siya natalo.

How dare they  accuse me of being a cheater when all these years cheating, terrorism, influence peddling   have been the way by which they have kept their dynasty in power.

BENJAMIN DY’S CLAIMS

We both have submitted our  respective memorandum to the comelec.  Ang paratang niya  marami daw akong mga boto sa mga presinto  na “written by one” o  iisa lang ang sumulat at hindi raw ako nagsumite ng katibayan para mapabulaanan ito. He submitted a 29-page memorandum, citing  “de kahon” grounds of massive electoral frauds but without going into detail on how he supposedly overcame my lead of  17,007 votes.

GRACE PADACA’S CLAIMS

We submitted our   memorandum,  kasama  ang lahat ng aming katibayan  na kung bibilangin nga ang lahat  ang aming tunay na boto,  dodoble pa nga  ang lamang ko sa kaniya, aabot ng  34,000 votes!  Kaya lang,  in the course of the case, lagi namang  nire-reject ng comelec second division  ang  mga motion for reconsideration namin laban sa mga desisyon nila.

WET OR MISSING BALLOTS

Sa mga bayan ng Isabela  kung saan nanalo si   Benjamin Dy won,  hindi nabilang ang mga balota sa 31 na precincts dahil puro walang laman at iyong iba naman ay nabasa. Nakapagtataka dahil paano mangyayari ang iisa o pare-parehong bagay ng pagkakabasa o pagkakawala ng mga balota sa mga lugar na magkakalayo sa isat isa. Ang mga ito ay mga balota mula sa limang bayan sa malawak na probinsya ng Isabela. Kung nabilang sana lahat iyon, lalabas pa bang ganoon ang lamang niya sa akin sa mga lugar kung saan DAW siya nanalo? Bakit noong bibilangin na uli  ay  nabasa, bakit nawala ang laman ng mga balota sa lugar kung saan siya ang lumabas na panalo sa akin. Hindi na tuloy matiyak kung ano  ang tunay na nangyari doon. Hindi pinagbigyan ng Comelec ang aming motion na ipatawag ang mga guro sa nasabing mga presinto para magbigay ng pahayag kung bakit nabasa o nawawala ang mga balota.

GRACE PADACA’S  THOUSAND–PAGE MEMORANDUM

We submitted to the Comelec not only our 46-page memorandum but also 4 thick folders of evidences and appendices which are products of the work of our  select group of revisors that undertook an exhaustive post-revision scrutiny through the photocopied ballots.

Dito sa mga ebidensya naming ito, pinagtiyagaan naming ipa-xerox ang lahat ng mga balota  na nadiskubre naming noong recount na  magdadagdag pa nga sa aking 17,000 margin na  hindi binilang ng mga teachers o board of election inspectors noon  dahil sa iba’t ibang dahilan katulad ng hindi nailagay ng mga botante  ang pangalan  ko   para sa Governor pero mayroon namang tinatawag na Neighborhood Rule o Intent Rule  para maigalang ang talagang intensyon ng botante. Napakaraming boto rin para sa akin ang hindi binilang  dahil sa misspelling  – gres,  gris padaca, grac padaca, grace padaka or padacca pero mayroon namang tinatawag na  Idem Sonans.

Sa pag-review namin sa bawat balota lalo lamang nabibigyang diin ang kahalagahan ng pagtuturo sa ating mamamayan ng tamang paraan sa pagboboto, lalo na at magiging automated na ang elections.

-          Ang nilagay ng marami naming kabarangay – padaca agad doon pa lang sa linya para sa   congressman. Ang daming ganoon.

Marami pa kaming documented at  matibay na  claims  ng karagdagang boto para sa akin hindi lang para i-affirm ang panalo ko kung hindi para lalo pang madagdagan ito base nga sa mga tinatawag na neighborhood rule, intent rule, idem sonans.

At inisa-isa ring  pina-xerox naming ang mga balota  kung saan ang mga boto kay Benjamin Dy ay nakasulat sa iba’t ibang  balota pero  iisa lang ang pagkakasulat (written by one) o kaya ay nakasulat sa iisang balota pero dalawang tao ang sumulat (written by two). Marami din kaming mga nakitang marked ballots kung saan kung ano-anong nilagay na pangalan o marka (marked ballots).

Detailed are our claims of 12,803 rejectible votes for Dy and 3,469 creditable votes for padaca. (Please see  attached page 45 of my 46-page memorandum)

SANA HINDI TOTOO

Sana,  hindi totoo na nagdesisyon ang comelec 2^nd division na binubuo nina Commissioners  Nicodemus Ferrer, Lucenito Tagle at Elias Yusoph nang hindi man lang pinag-aralan ang aming mga ebidensya. Sana hindi totoo iyong matagal na naming naririnig na gagawin na naman ng mga Dy  ang dating style nila.  Sanay na kami sa isabela na makaranas ng mga ganiyan.

Ngayon, kung totoong ang desisyon na  ihahayag  bukas o sa mga susunod na araw ay lalabas pang ako ang mandaraya  – sukdulan na ang kasinungalingan at pang-aabusong ganyan. Ang pakiramdam ko tuloy, para kaming bina-backhoe at ibinabaon na lang ng ganoon ang lahat ng  ebidensya ng pili at  desisyon ng aming mga kababayan noong eleksyon.

Ang kapal naman ng mukha nila na magparatang na ako ang nandaya sa kanila, ako ang nang-aapi sa kanila. Ako ang may ugaling manloloko at hindi sila.

Sana,inuulit ko, sana ay hindi totoo ang mga lumalabas na kaalaman  na kahit walang kalatoy-latoy ang kaso laban sa akin ng mga Dy at kahit ganoon  lang ang kaya nilang isubmit na ebidensya  laban sa aming  mga detalyadong patunay ay siya pa ang lalabas na panalo.

THIS IS NOT ABOUT ISABELA AND PAMPANGA ALONE

At kaya ako ay nagsasalita ngayon, pati na rin si Among Gov Eddie Panlilio,  ay para sabihin sa aming mga kapwa Pilipino na huwag ho kayong maniniwala na mga salbahe  at mandaraya po kami, ha.   Sana po ay magpakatatag tayo.  Hindi dahil may mga pangyayaring ganito ay maniniwala kayo na kami ang mandaraya, kami ang mga gago.

Ang pinangangambahan ko ay tuluyan nang mawala ang pag-asa ng sambayanang Pilipino  at sasabihin niyong pare-pareho lang naman pala kayo. Wala kayong lahat pinagkaiba. Hindi po totoo iyon.

Sabihin ko po sa inyo, noong una naming binuo nina Among Gov Panlilio, nina Mayor Jesse Robredo ang grupong Kaya Natin: A Movement for Good Governance and Ethical Responsibility,  nadiskubre naming pare-pareho pala kaming sinasampahan ng kung ano-anong kaso  sa Coa, sa Ombudsman, sa Comelec – iyon pang mga salbahe ang may ganang magdemanda sa amin samantalang sila itong maraming ginagawang kabalastugan. Sabi naming tatlo noon, dapat alam ng ating mga kababayan na mayroong mga ganitong harassment na ginagawa sa atin para hindi mabigla ang ating mga kababayan at maniwala sa mga paratang na tayo rin ay masama,  lalo na kung ang mga taong magde-desisyon sa aming mga kaso ay hindi ebidensya ang isinasa-alang-alang kung hindi ibang-ibang konsiderasyon.

ISABELA COMELEC SUPERVISOR MURDERED, ISABELA PNP DIRECTOR (FEARED TO BE) BIASED AND PARTISAN

Lahat ng mga pangyayaring ito sa Isabela ay nasa gitna ng katotohanang pinatay noong November 14, 2009 sa kaniyang sariling tinitirhan ang Provincial Comelec Supervisor ng Isabela na si Atty. Michael Valdez.

Sa Isabela ay noon pa ini-rereport sa akin bilang Gobernador ang mga intelligence reports tungkol sa isang armadong grupo na nagiging aktibo sa tuwing darating ang halalan sa Isabela.  Ilang politiko na sa mga bayan at barangay ang namatay sa nakalipas na mga taon. Hanggang ngayon, hindi pa rin nahuhuli kung sino ang mga armadong grupo na sumugod sa mga munisipyo ng San Mariano at Jones noong 2004 elections at sinunog nila ang mga balota sa layuning mai-deklara ang failure of elections sa Isabela at hindi ako mai-proklama bilang Gobernador.

Ang ikinasasama ng loob ko kina DILG Secretary Renato Puno at PNP Chief Jesus Verzosa,  sa hinaba-haba ng sulat ko na nagdedetalye sa mga nangyayari sa Isabela kung saan limang buwan nang hindi direktang nagre-report sa akin ang  PNP Provincial Director na si Col. Jimmy Rivera, hindi pa rin nila ako pinapakinggan at nire-respeto ang pangagailangan ko ng isang Provincial PNP Director na makakasundo ko at ng mga opisyal ng Isabela sa pangangalaga sa peace and order sa Isabela.

NPA’S RAID POLICE STATION IN ISABELA

Noon lang isang linggo, sinugod ng may 40 NPA ang police headquarters ng Divilacan, Isabela at pinagkukuha ang mga baril ng mga pulis.  Walang ginawa sina Gen Verzosa tungkol sa posisyon ni Col. Rivera. Noong 2007, noong unang sinalakay ng mga NPA ang police headquarters ng Dinapigue, Isabela, agad nilang tinanggal bilang Provincial Director, si Col.Percival Barba, na nakakasundo ko bilang Gobernador. Magmula noon ay kung sino-sino na ang inilagay nilang OIC para lamang maikutan ang batas na nagsasabing dapat ay pili ng Gobernador ang itatalagang PNP Director sa kaniyang lalawigan. (Please read last page of my letter to Gen. Verzosa)

Sa harap ng mainit at  marahas na eleksyon, paano naming mapapanatili ang kaayusan sa Isabela kung ang Provincial Director ay ni hindi nakikipag-usap sa Gobernador. Apparently, Sec. Puno and Gen. Verzosa don’t find this wrong. Just like all this time that the Ampatuans were lording it over Maguindanao and our national leaders didn’t find it wrong?

PREMATURE, PRESUMPTUOUS STATEMENTS

Noon pa laging sinasabi ng kampo ni Benjamin Dy na mananalo na sila, na malapit na silang uupo uli sa capitol – ganoon sila ka-kumpyansa  – saan nanggagaling ang kumpyansa  nilang iyon?  Para  nilang  mina-mind set o kino-kondisyon  ang isip ng mga Isabelino.  Iyong mga kababayan ko naman, takot na takot, tanong ng tanong sa akin, dahil nga sanay na kaming gagawan talaga nila ng paraan ang mga bagay.

We even manifested before the Comelec Dy’s “inaccurate reporting of the proceedings of the case in a presumptuous and premature manner.” In its  May 5, 2009  order, instead of castigating  Benjamin  Dy,  Comelec  only advised parties  to refrain from issuing public statements which may undermine the proceedings .

So kung totoong adverse ang decision ng comelec laban sa akin sa kabila  ng lahat ng aming ebidensya na dapat ngang  madagdagan pa ang boto ko, totoo nga na may basehan ang confidence nila, hindi dahil sa ebidensya kung hindi dahil sa ibang bagay.

Sana hindi totoo.
